I looked around for quite a while trying to find a way to do this. I finally was able to figure it out, but it takes a while. First, you need to create a custom friends list. Then, you hide the existing friends list. That way, when you add a scrollbar, it achieves the effect you're going for. The custom friends list is untouched, because it's a totally separate table.

If you're using firefox you can click "view", "page style" and then click "no page style" and it will show it all messed up. Or you can just view the page source on IE or Firefox.
